Groundbreaking report offers a unified approach to evaluating, measuring, and enhancing water infrastructure performance
UK Water Industry Research (UKWIR) has rolled out a groundbreaking report aimed at tackling the persistent issue of varied methods for quantifying and valuing asset health within the water industry.
As the sector grapples with mounting pressure to showcase resilience and boost infrastructure performance, UKWIR’s Common Definition & Calculation of Asset Health framework emerges as the first practical guide for establishing a uniform approach to asset assessment among water companies in the UK and Ireland.
Managing asset health has been identified as a significant challenge, primarily due to the lack of a universally accepted method for measuring and valuing asset condition. While various definitions of asset health have circulated within the sector, differing interpretations and assessment techniques have hindered effective comparison and collaboration.
The UKWIR initiative was created to offer a practical framework for defining, measuring, and utilizing asset health data, allowing water companies to cultivate a clearer and more cohesive understanding of infrastructure performance over time.

Research conducted during the UKWIR asset health project revealed that the current definitions were falling short in addressing both operational and regulatory needs. - Working towards a unified industry-wide definition of asset health to facilitate direct comparisons among water companies.
- Encouraging organizations to align their existing asset health frameworks with the UKWIR model to foster consistency and promote learning across sectors.
A collaborative approach to enhancing resilience
This report brings together insights from across the industry, blending best practices, operational experiences, and regulatory viewpoints into a cohesive and practical strategy.
The framework was fine-tuned through extensive consultations with water companies, including hands-on workshops and feedback sessions. Regulators were also engaged throughout the process to ensure that it aligns with broader industry expectations regarding asset health.
The approach emphasizes creating a shared vocabulary, enhancing the monitoring and evaluation of asset health, and developing a roadmap for future deterioration modeling. This sets the stage for stronger collaboration, better planning, and more informed investment decisions in the sector.
Rose shared some exciting news: “One particularly encouraging finding is that there’s already a strong consensus on what defines asset health, and there’s a solid agreement on what effective asset health metrics should entail: they need to be clear, measurable, comparable, and relevant.”
Supporting the future of UK water resilience
This project is in line with the UK Government’s white paper, A New Vision for Water, released in January. It emphasizes a renewed commitment to mandatory resilience, expert-driven maintenance, and better infrastructure management.
UKWIR’s asset health framework equips the sector with the necessary metrics and a shared language to back the proposed regulatory approach. This will help water companies spot potential issues early and take proactive steps to prevent infrastructure failures.
